Believe it or not, three guys and two girls in my U.S. history class are now reading Samons' What's Wrong With Democracy?:

Ironically, modern studies usually treat Sparta as the archetype of Greek militarism, characterizing it as "a perpetual armed camp." But this evaluation echoes fourth-century judgments of the Spartans and thus reflects the Lacedaemonians' own period of hyperaggression and militarism, which followed the Peloponnesian War and ultimately spawned a Greek alliance against Sparta around in 378 / 377.

In fact, Thucydides' history of the Athenians' own actions clearly show that fifth-century Greek states considered the Spartans' reluctance to undertake military action (especially outside the Peloponnese) to be their foreign policy's defining quality. Surely the fact that fifth-century Spartan citizens actually trained for warfare does not make them more militaristic than the Athenians, who trained less but voted repeatedly in open assembly to impose their will on other Greeks, and who then carried out their own democratic decrees with brutal efficiency.
