Well, the simple solution to this would be to collect all of these zines anyway, but make sure that they're all passworded, and only accessible by those who should be able to access them.

The "problem" is internet and search engines. Ordinary turd burgers of the modern day do not care a hoot about zines (or any kind of physical based text object for that matter) anymore. If you wanted to isolate metal from the world you would REMOVE all traces from the net. Then of course you would also be depriving many smart and worthy people from the chance of discovering it. I think Con'y meant keeping it clandestine is the path to more social game playing and eventual decay.
But........
Introducing an "everyone is invited!" equality attitude is also the path to SUCK.
It's a sticky situation we got on our hands....
I would prepose that the best way to go about it is simply to not be a big baby, and continue to listen and support quality. And to poke fun at the clueless, circle jerking, and self conscious fat tissue that our genre has collected.
